Ryzen 1700 Running at 1.35Ghz

I recently got a Ryzen 7 1700 and am having extreme performance problems, Csgo runs at 50 fps. Rust runs at 15-20. I Reset window's and this is still happening, When i look at the task manager my Cpu is running at 1.35ghz. But in the bios settings i have "Game Mode" where it overclocks it 3.4 boost. And even in the Ryzen Master software i set it to 3.4ghz. But even under load it dosnt go above 1.35ghz. When i run ida64 and cinabench tests the cpu load dosnt reach over 45% either. Im not sure what to do or why it is running so slow. My Full computer specs are

Msi B350 Tomahawk
Ryzen 7 1700
16g Ballistix 2666
GTX 980Ti
Evga 600w Psu

Note in ryzen master even after i apply any settings they dont change. Under the current tab the clock speed says 1.55ghz, also the temp averages about 45c And the voltage stays at 1.0

I managed to get it running properly. I'm leaving the settings for future reference. I bet I won't be the only one facing this bug:

1. The settings in OC Tweaker are set to Auto, except I only changed CPU LLC and VDDCR_SOC LLC to Level 3.
2. I disabled C6 Mode, Cool 'n' Quiet, C-State Control, Core Performance Boost.
3. I set P-State 0 (FID=96 - 3750 MHz, DID=8 and VID=20 - 1,35 V).

Voaila! Ryzen is running now at 3,75GHz under load :)
