Cpu instantly thermal throttling with Water Cooling

The water cooler that I am using is not giving me the performance that it should. When my PC is idle instead of getting 20's or 30's, i usually get 40's. My Cpu temp instantly goes from 40 degrees to 100 as soon as I run a cpu test, and then it starts throttling. Sometimes the temperature will fluctuate under load, but it never goes under 80. I have a Deepcool 360 ex and i have made sure that the pump is working and all of my fans are working. I've got an i7-7700k at 5ghz. Ive reseated my waterblock 2 times now, each time removing the old thermal paste and adding new thermal paste. The water block came with pre-applied thermal paste, but it had the same issues. I honestly don't know what could be the problem, the water block is screwed on as tight as possible.
 
Solution
1.37v is a lot for this type of cooling with this CPU under this type of load.

It is very helpful for testing thermals.
deliding 7700K will lower temps between 10 and 20C under load. so if you don't care about warranty, and have both hands attached - really worth doing it.
And both prime95 and intel burn test are creating "extreme" load - not common for real world usage.

There is something wrong in your installation of the water block to the CPU. I recommend you go through the installation instructions step-by-step from the beginning. Backplate, screws, EVERYTHING. If the pump is working then it has to be a physical connectivity between the block and CPU.

I completely reinstalled everything twice, the first time leaving the orientation of the water block the same, and the second I changed it. the same thing happens though, but on the second time the cpu doesn’t reach 100 degrees or throttle. It does jump constantly in temperature though, from 20’s all the way up to 70’s at idle. Under load it jumps from mid 90’s to 80’s. In the temp chart looks like a Richter scale graph, constantly jumping all over the place

Here’s a picture of my temps under load, if it would help I can photograph the water block and anything else that would help.

That’s the wierd thing, they don’t feel hot at all. The radiator is cool to the touch, and the tubes feel room temperature. My friend just bought a 240mm AIO from the same company and I put it in for him. I did everything exactly the same and it works fine for him, keeping everything cool and maxing our at around 65 degrees Celsius. The only thing I could think of is that the pump is not working, but you can hear the liquid moving, and the bios says that the pump is working at 100% at around 2600rpm.
 
A small side note first: AiO is not a liquid cooler. It's a wannabe crap.
There are many things that can cause those temperatures regardless of the cooler. So to understand what is wrong a bit more info is required:
1. The voltage you CPU is operating at. both load and idle values
2. What software do you use to create load.
3. Idle is when computer does nothing - nothing opened including browser.

Anyway:
1. 7700K can run very hot CPU without deliding
2. 5GHz is serious overclock and if you used some "Auto overclock" or even auto voltages - those temps are expected.

I have my Overclcok voltage set to 1.35 and an offset of .02 and under load my cpu uses around 1.37 volts. For my stress testing I use prime 95 blend test or the intel tuning stress test. Both result in the same wierd cpu temperate fluctuations. At idle my cpu uses anywhere from0.89volts through 1.15 volts. I didn’t use an auto overclock profile thing. Also, I haven’t delided the cpu, but if it would make a big difference I might. Thank you all for the help

Thank you so much! Oh my gosh, yeah I read what you suggested and realized I was running a lot of power to the cpu. Anyways I got it running stable it 1.335 volts and I don’t have any problems with the cpu throttling or anything. The temperature still does the wierd up and down thing, but the highest it goes is around 70. Thanks so much for the help!
