PC stuck on boot loop after taking out mobo

I was replacing my exhaust fan on top of my case when I dropped one of the screws behind the mobo, so I un-plugged everything, took out the GPU and then the mobo, took our the screw and put the mobo back in and the GPU, connected everything up and when I went to start it, boom, boot loop. I did the common things, switched around ram, took our the GPU, cleared cmos, I un-plugged my LED lighting and fans incase they somehow were shorting out on something, still same results. The weird thing about this which makes me think it's no the GPU or mobo is when I connect the HDMI cable to the GPU, it says "HDMI not connected" on my monitor, but when I go to start it, it says "No signal", and when I turn it off or the boot loop turns it off, it goesback to HDMI not connected. My PC specs are:
gigabyte h61m-ds2
EVGA 430W PSU
i5-2500
GTX 1060ti
2x8GB Crucial RAM
CoolerMaster Hyper TX3 cooler

i can get boot to my system one day it wont boot all fans spin black screen cant find solution clear cmos removed Bios battery for more then 2 minutes wont helped .send bord for RMA get bord back on second day same thing,read on bord manual to make sure PC unpluged from the wall NO POWER TO PC remove Bios battery and with scissors or screwdriver touch positive and negative for short for 5 seconds then insert BIOS batery back and power up and since then no problem so i thouth i knew how to clear the cmos.hope it helps.
