Best budget cpu and mobo for $200 to $250

I'm looking for the best budget cpu and mobo to game with. I want at least a cpu that has 8 cores ad 3.5ghz or more. mobo doesnt really matter, it just needs to be ddr3 memory and work with my ARCTIC Freezer Xtreme Rev. 2 CPU Cooler. Thanks

DDR3 memory means older cpu, which means you cannot get 8 cores.

Best budget CPU and MB for $200 to $250 that works with DDR3 memory is used Intel i7-4xxx cpu + MB.

Or buy $50 4gb ddr4 and make do with $200 for the MB / CPU which might get you a 7th gen intel i3 or a Ryzen.
