Stutter problems on games (believed to be hardware)

For the past year and a half ive been having bad stuttering happening on my pc.

Specs:
Cooler- cm v8 gts
Cpu- Athlon x4 880k amd
Gpu- gtx 750ti
Ram- 2x hyperfury 8gb
Ssd- x 1 with windows 10 fcu
1x 7200 wb blue hd
Psu- 450w thermaltake toughpower
Mobo- a55bm-a/m32bf/dp_mb

Recently i moved my hardware to a new case. And i changed my ram and cpu to my older ones to see if any are of the issue,nothing had changed. Ive waited for nvidia drivers and windows updates to see if it would change anything and it hasnt. Ive been seeing if i can figure out whats going on in task manager lately and i see activity during the stutters on the cpu, gpu or network. Its not usually all three of those at the same time though, its usually the cpu and network that spike when it happens. The only games that i havent had trouble with are battlefield 4 and medal of honour warfighter. The ones that do stutter are: runescape, payday2, all my call of duties and steam games.

And this week i had my pc shutdown and then restart. Also today my pc got the blue screen of death, but it started right up after restarting and i was light gaming at 30% cpu usage and 40% gpu on runescape. So im wondering if you guys could help me find out specifically what part is causing problems on my pc, cause i am tired of looking and need some help.

Some extras: I have clean installed windows10 x2 times in the past and same issue.

And this pc was a prebuilt before i added to it.

Cpu temps at 42 - 44c at all times and the socket at 55c

Mobo temps is at 34c max

Gpu temp is usually 46c max

Ok lets try a few game fixes. Navigate to: %USERPROFILE%/Jagexcache/Jagexlauncher/runescape on your HD. In this folder you should find a file called runescape.prm you can edit Notepad. The file should look like this by default:
-Djava.class.path=jagexappletviewer.jar
-Dsun.java2d.noddraw=true
-Dcom.jagex.config=http://www.runescape.com/k=3/l=$(Language:0)/jav_config.ws
-Xmx256m
-Xss2m
-XX:CompileThreshold=1500
-Xincgc
-XX:+UseConcMarkSweepGC
-XX:+UseParNewGC
jagexappletviewer

Once you have the file change -Xmx256m to either -Xmx512m, -Xmx1024m, or -Xmx2048m to give the game access to more RAM. To much RAM can have a negative effect so test with each.
What was the blue screen error? Find the error in Event Viewer and post it here. Click the start button and go to control panel > Performance and Maintenance > Administrative Tools > Computer Management > Event Viewer. Find the error that goes with the blue screen crash. They show be by time so should be to hard. Post error code here. It tends to look something like this 0xC0000221. Find yours and if you have more than one post them.

This is one of the most common errors. It basically means a program conflict. Now there is a lot to try but you may be better off just reinstalling windows, new drivers, and your software. I'll tho point out what to try to fix the issue.

First scan for virus and if possible do a boot time scan. Then download malwarebytes and scan for adware. Virus could be conflicting with the starting of a program. Test and if the problem still occurs do the next suggestion.

Next up is corrupt system files so open up command prompt as admin. Then type sfc/scannow and hit enter. Test to see if the problem still occurs. If so do the next suggestion.

Next disable DEP protection as it could be stopping a prgram from working. Right click "my computer" and select properties. Click Advanced tab and then Settings under Performance. In settings you should find a tab with Data Execution Protection so disable it and test. If the problem still occurs do the next suggestion.

Reset windows explore internet settings by selecting the advanced tab, and then select Reset. Then close and select ok and test if the problem still occurs.

Next we need to disable proxy to make sure its not conflicting with other programs. Open command prompt as admin and type “netsh winhttp import proxy source = ie” without the quotes and hit enter. Then start Internet Explorer and select tools > Internet Options > connections tab > LAN Settings > Use a proxy server for your LAN. Type a proxy server address in the address box and then the port number. Click ok and test.

If all failed then as I first said you need to try reinstalling windows with all new drivers.

yeah none of it is working and i downloaded msi afterburner and it looks like my gpu usage is dipping on runescape. i might try and ddu the graphics driver and let you know what happens.

when i set my fps cap to 120 on some games, my stutters arent noticeable at all and then spikes on msi afterburner arent really there anymore, but the games play much better. Any reason why thatd be?
 
CPU could be doing other things while your trying to game. Check your task manager while not doing anything. See what programs are using. If your using more than 2% at anytime while your PC is idle then you have some prgram or process needing shutdown.
