I have 2 separate hard disk drive installed in my PC. I want to know if one is better than another?

These are the two hard drives:
149GB Western Digital WDC WD1600AABS-00PRA0 ATA Device (SATA)
149GB Seagate ST3160215ACE ATA Device (ATA)

Will my OS run faster if I install my OS on the better drive. Currently my OS is on Seagate hard drive. If I need to change the bootable hard drive, how can I change that and how to install OS on the other hard drive?

They're both 7200 rpm hard drives, so there's unlikely to be any real difference in speed worth the trouble.

Just to add on to DSzymborski's answer, I would install any programs on the WD drive since your OS is on the other. Otherwise your OS and programs compete for access bandwidth.

Your choice of upgrading is entirely dependent on what you use your PC for. I would probably say install a GPU before an SSD but if you don't play any games (and your CPU is fairly newish), you could go for an SSD if you really want. Before doing this, I would recommend running the two programs which usually speed up PC's quite a bit:
