Can't connect to Netflix on my home network after service outage

Long time listener, first time caller. This is very odd. My ISP (I'm in the US, not on a VPN) had a service outage yesterday morning which was restored a couple hours later. Since then I've had normal internet connectivity except I cannot access Netflix on any device I own while on the network. If I switch over to 4G on my phone the Netflix app works fine.

Spoke with the ISP who said it's Netflix's fault but they'll reset the modem remotely. Spoke with Netflix who said it's the ISP's fault. I'm kind of at a loss now. I can't ping netflix.com from my network either. The only other thing I can think of is I run WAMP for local development on my PC. But that wouldn't have anything to do with it would it? It wasn't my understanding that a localhost could block an incoming connection from a specific website. Any thoughts?

Well that wasn't quite the solution but your response jogged something loose in my mind and I solved it, so thank you so much for your post. I am running wampserver and I checked my hosts file at C:/Windows/System32/drivers/etc and uncommented the two lines pertaining to localhost:

# localhost name resolution is handled within DNS itself.
127.0.0.1 localhost
::1 localhost

I think Netflix was being blocked by some configuration having to do with my local web server. Whew, Stranger Things 2 was just languishing for over a day, unwatched.
