When it comes to computers, the specs might as well be in a foreign language thus building a PC is not really an option for me. A little of what I am looking for is below, any help is greatly appreciated!

•I am mainly looking to purchase from BestBuy - I hate to handcuff myself like this but due to their financing options, it allows flexibility in my budget.

•My budget is around $1000 - I would like to come in below but also can spend a little more for a machine that blows away others in the price range - Ex. If a PC for $1100 provides a extremely better performance than one at $1000, I could spend the extra.

•I am looking for a gaming PC specifically for World of Warcraft - I would love to be able to run WoW on ultra with it performing well. This is the main reason I am going desktop over laptop.

•I am looking for something that is upgradable as well in the future, and the size of the PC doesn't matter.

•I will most likely be using a 1080p so 4k capabilities aren't necessary but wouldn't be a bad option either

•I know more about Intel than AMD so would probably like to stick with them....but I don't know too much so open to either.

Below are two PCs I came across and would like opinions on them if possible....are they good machines? are they good machines for the prices? Is there something you'd recommend over them? Thank you again for any help!

All 3 of those computers are viable options, the cheaper one will be a little bit lower on preformance because of the processor but it wont be much, honestly I would go with the cheaper option because its an I5, I7 have multi threading which means 4 cores/8 threads, the extra threads are mainly used for workstation computers, so if you plan on doing any content creation then go with the I7, if its mainly just gaming go with the cheaper option

I really appreciate the help. My main concern really is just being able to play World of Warcraft on Ultra settings. I don't plan on streaming or really using it for much more than that (and web browsing). Will the cheaper allow me to use it for this? Going cheaper and upgrading later would be the preference, but not at the expense of the gaming experience suffering. Thank you again for the help.

It will run just fine, it has a GTX 1060 in it so frame rates will be smooth, the I5 7400 isn't a bad processor at all, an I5 6400 (this is the generations behind the 7400) can run most games on high/Ultra settings at a minimum of 40 frames (that's on games like ARK, ARK was kind of poorly coded so its takes a beefy computer) And I actually bought a CyberPowerPC and I am upgrading it so upgrading shouldn't be an issue, and you will be able to wait a few years even because the GTX 1060 will be able to play games for the next few years without issues (at least)
