So, I study to be a computer technician and came across a question like this on a technical exam and just out of curiosity, is more cores better than less cores with a higher clock? And how does it work exacly, on a technical level.

It depends on the software running on the cores and the efficiency (IPC) of the cores. Most of the time clock speed wins because software does not usually scale on the number of cores linearly.

For gaming less core higher frequency is usually better
gaming and streaming : more cores is better
encoding depends if program can take advantage of more core threading or not.
