Do the PS4 Pro games run at 30 fps at 4K?

I want to get a console to play some games like CODWW2 and Destiny 2 but I think I prefer 1080p 60 fps instead of 4K 30 fps and I'm not sure if I should get a PS4 Slim, a PS4 Pro or the new Xbox One X when it comes out tomorrow.

If I get a 4K capable console but I don't like playing at 30 fps, if I change the resolution to 1080p, will I get 60 fps?

I don't see why it wouldn't run 60FPS at 1080p if it has the capability. Only a quarter of the work of 4K, should be able to do it perfectly. And any older titles that used to run at 30FPS 1080p or 720p upscaled to 1080 should run native.

I agree, from everything I have seen the XBox is the way to go this round. Assuming you don't mind switching.
