Build Upgrade - Need help from the Pros!

Old System is running COD WW2 at 99% CPU and 70-80% Memory usage

i5 2500k Sandy Bridge 3.30ghz
Gigabyte Z68AP-D3 motherboard
DDR3 8 GB 6665 mhz
AMD Radeon HD 7870

Keeping
power supply (Corsair 650W)
Samsung 500G SSD
1T old hard drive for storage
Monitor - Asus VS238H 23"
will buy a new box
Also will need to buy a Win 10 disk and do a fresh install (upgraded 64 bit from win 7 running)

What I want is a reasonable gaming build that will last 2-3 years and I am stunned by the Tom's Builds that show $500 video cards - I've never spent more than $250 so I don't know

I am willing to spend up to $1,000 (willing push it a bit)

So I need a recommendation to replace the components listed above.

For windows, just do the following if you have a flash drive and try to link your account with win 10 (some said worked, some said no, not sure):

download the ISO from Microsoft and burn it to a flash drive. ISO download link: https://www.microsoft.com/en-us/software-download/windows10ISO

Download the tool and burn ISO to flash drive : https://www.microsoft.com/en-us/download/windows-usb-dvd-download-tool

After you get the ISO burned onto flash drive, boot using USB, some bios is using F9 to choose which drive/media to boot, not sure about yours. You can always enter BIOS and pick USB as the first boot priority, you can change the order after installation :) Let me know if there is any confusion.

My CPU is running COD WW2 - High graphics across the board - at 50% - 60% usage/ 70-90 FPS

GPU is Running at 100% usage. Is this normal? 100%?

Also, I swear the game is laggy (though I am getting older, that could be it)
