Big PC, Little FPS...980ti - SLI - help?

The Build:
CPU: i7 5960x
GPU: MSI 980ti Gaming Golden Edition (2) SLI
RAM: 64gb G-Skill Ripjaw DDR4
MOBO: ASUS Rampage V Extreme
Capture Card: Elgato HD60 Pro
Keyboard: Corsair K95 RGB
Mouse: Corsair K65 RGB
Headset: Audio-Technica ATH-ADG1X
Mic: Audio-Technica AT2020
Audio Interface: Focusrite Scarlett 2i2
Monitor: Acer Predator X34 Curved
Power Suppy: EVGA 1000P2

Hey Guys, Sooooo...I've had this PC about a year now, still havent figured out how to solve the issue im having.
If any of you have suggestions what what i can/should do to get higher FPS I would GREATLY appreciate it, it just seems as if something is wrong and I've yet to find it.
Tried out ESO, it only runs around 25-50fps, PlayerUnknown Battlegrounds is running @ around 25-50fps, Destiny 2 is around the same, never really over 55 in gameplay.

SLI is enabled, Nvidia control panel recognizes it,ect. Also get same result with G-Sync/V-Sync on/off as well as the ingame settings. Gpu Drivers are up to date. I cant really see a bottleneck being an issue?

I've never had a pc of this magnitude, all help/tips are much appreciated.

"To see if sli is working, open up the NVidia control panel and at the very top click on 3d settings, put a checkmark beside show sli visual indicator. Then open up a game and you'll see a thick green bar on the left, if it is getting longer and shorter sli is working. "

Are your cards on x16 mode PCI-E in GPU-Z?
Have you tried using the other PCI-E 3.0 slots? I'd even try it in the 2.0 slot + one in 3.0 losing 10% performance at best is still better. Your CPU should allow 2 16x lanes, is your RAM quad lane? Can you remove 2 RAM sticks and leave the remaining on dual channel?

You waited one year with this issue? With that power and that performance I'd kill myself or return it.
Let's start by saying some games don't work well with SLI, a quick youtube search for "ESO/Pubg/Destiny SLI" should solve that issue.
Have you tried using just one GPU? One 980ti should run like 60-90 fps ESO that's for sure. At 4K.
If you have poor performance even under one single GPU, have you tried making a clean install of your drivers? Have you scanned for malware/viruses? Have you monitored your performance with MSI afterburner or any other application?
Are you using Display Port cable to juice up your monitor?
Is the system set to performance and not "power saving" or any settings like those? Do you have any MSI CD that came with the GPU with some sort of app that's supposed to be installed? Install it.

After you checked out all those questions we can talk further.

1)I work for 6months away from home, then im off for 6months so its only super annoying and confusing for half the year Lol
2) Yea, ive seen others with SLI problems, specifically ESO.. Pubg is still only so so optimized, to my understanding Destiny 2 should be pretty good with it.
3) Yea I've tried disabling SLI to use 1 GPU, with little if any change.
4) I just tried clean driver install, no change.
5) have done virus/malware scans. all is well.
6) Im unfamiliar with afterburner, never used it, wouldnt know what to really look for, didnt wanna mess things up more.
7) I am using a DP cable, its in the DP slot of the top Card, goes to DP slot on montior. so Check!
8) Power saving mode has been off, POWA!
9) Yea, I installed all software that came with it..Msi Afterburner and Msi Gaming App (on Gaming mode to my understanding theres only a very minimum change with OC Mode... )

MSI Afterburner is GPU overclocking/diagnostic tool. Its great to tell you how your GPU is running and if you don't mess with the overclocking stuff it wont hurt your system at all.

You may want to try and remove one card at a time from the system and make sure its not a hardware issue with one of the cards or slots. Perhaps also make sure 3D isnt activated or anything.

I'm not very familiar with SLI, but on top of what richie said,

** You can try installing MSI Kombustor & running each of it's Benchmarks to see if there's anything your setup is especially underperforming at.
** Even though you should be able to easily run Ultra settings, have you tried lowering them to see if you get any extra FPS? Since if you do not, it can confirm some deeper problem with the cards/SLI.
** Did you try installing the latest drivers from the nVidia GeForce site instead?
** Since you have MSI Afterburner, turn on it's On Screen display & under Monitoring, set GPU Usage, GPU Temperature, Core Clock, GPU Voltage, Memory Usage, CPU Usage, CPU Temperature, & Memory to "Show in On-Screen Display". Also, under General check the box "Unlock Voltage Monitoring". Keep an eye on all these stats as you are gaming & note what goes low when your FPS drops, or if your GPU or CPU is constantly on 100% usage. If you're having trouble figuring out, note down the stats when you are having low FPS & tell us here

Well you did most of what I said so we're past the basics. If you have MSI afterburner do as previously stated and go to your On Screen settings and put up your GPU and CPU temp/usage/fan speed and GPU memory usage/speed, it's not really that hard and you can try any simple online tutorial to do so. Then just fire up your games and check what you're seeing and report back. You can also use the fps counter in the Afterburner. Take a few screenshoots maybe. Also make sure you're not using AA or any useless settings in your games, since at 4K it doesn't really matter (I'm assuming you're playing at 4K with those values). I'm going to sleep for now

I did just that, set up Afterburner and done a generic OC *pretty minimal from what i gather* & Actually not playing in 4k... Acer Predator x34 is actually 3440x1440
I loaded up Pubg, played a little bit, took a couple screen shots its showing me:
GPU1 - 39% Usage
GPU2 - 51% Usage >Of course usage jump around a bit

GPU1 - 2029RPM 1430MHz
GPU2 - 1247RPM 1430MGz

Mem1 3903MGz 5194MB
Mem2 - Same

CPU - 22% @ 49Celsius
Ram - 11020MB
70Fps
(Setting are on High) not Ultra..
Some improvement the the adjustments within Afterburner

Afterburner installed RivaTurner, its basically the same thing with the in game monitors, ill add the other things you mentioned to monitor .
I'll try out other games/setting/suggestions tomorrow.. I appreciate all the help guys

I've tried with Vsync and Gsync active/disabled (currently disabled) and no fps limits that im aware of, Destiny 2 is suppose to have "Uncapped FPS" to my understanding, im now getting only around 45-70.. Thats about all the games i have atm, im not opposed to getting something to get a comparison test if need be..
Also i think im going to have to remove the OC settings i had added, games/computer keep crashing now.. Didnt have this issue until OC

Well ofc if your games crash when overclocked either reduce the OC or set it back to default. The only problem with 980ti is that you also need to reboot or log off, after a graphics driver crash, at least that was my experience. 1080ti fixes itself after a driver crash (caused by OC).

Ok so what else do you have? Something more stable like ESO? I can test that game also but I'll be running at 4K which will be almost 35% more pixels than your resolution

Yea, I had to reboot each time. At first it crashed PC, i lowered it then it only crashed game, just kept lowering it.. seems pretty low now all things considered. Currently just Destiny 2, Pubg .. I'll reinstall ESO

10% CPU 40% GPU, it's like your system isn't even trying to perform... Can you try with just one card and disable SLI? See if it at least goes up to 99% at max settings.

Your PSU is on the limit, minimum required is 900W, one card minimum required is 600W, you have a big 140W CPU, I don't know what to say... if the cards are also non-reference, you might actually need even more power, I remember my 980ti using up to 450W by itself and I have a 850W PSU. Something is really holding your PC back from it's full potential, also you should monitor GPU temp.

I'm updating ESO but of course, 50GB update as always ... Jesus it's the worst MMO for updates.

Yea ESO is the worst on updates lol . I got GPUz installed, ill take a card out and disable one and report back with my Gpu temps, ect this afternoon

Both cards = started around 26% TDP then slowly crept up to 37-41% and held there.

Isn't it obvious? You're not playing SLI, you're more like playing one card. Are you sure your bridge works? And your SLI is active and recognized? Including in the game you're playing. Your single GPU performance is decent if not ideal, SLI seems like you have the same fps or worse. This is why people usually don't recommend SLI, did you check with GPUZ?

Sli is active and recognized.If the bridge didn't work, it wouldn't use a percentage of both cards would it? I can try a different bridge.. Posted GPUz TDP results above
