Screen flashing, flickering & artifacts on GTX 1070, Win 10

Hi all, first of all, I have spend the whole 6 hours scouring the internet for answers last night, even enlisted the help of some friends who cant seem to find a solution to this issue. My apologies if this have been posted many times in other forums (which I have checked as well) but I would like to inquire about this issue and indicate the procedures which I've done so far and didn't work hoping someone can come up with a "new" solution. I am also awaiting response from ASUS at this moment. Thanks in advance.


System: Asus TUF z270 mk1, Intel i7 7700K, Kingston 8GB*2 DDR4, Asus Strix gtx1070 8GB OC, Samsung 960 evo & 850 evo SSD,

ISSUE: Screen flashing/flickering, random Red artifacts but clean graphics when inside a game (DOTA2)

DETAILS: I have just bought an Asus Strix graphics card to replace my PALIT GTX 650ti (mixing the newly purchased mobo and CPU with an old graphics card wasn't good. It had random episodes of extreme lags even when not gaming which I thought was due to GPU bottleneck)

So my Asus Strix Graphics card flashes my screen randomly, The screen rendering was also noisy (tiny random red dots on screen). Despite using both the driver on the CD that came along the GPU and the one downloaded from the NVIDIA bsite.

[] I've followed basic and advanced trouble shooting by reseating the graphics card, ensuring the PSU (8) pins fitted, totally removing the previous driver (gtx 650 ti) using DDU (display driver uninstaller) while on windows Safe Mode, uninstalling Norton antivirus, disabling Cortana. Disabling the IGPU (integrated graphics) from Bios. Even disabled the Audio driver (as some have suggested online). None of which have worked, the screen still flashes and with lots of random tiny red dots everywhere.

[] I also did a clean install of windows 10 and it worked just a little (no more random red dots when graphics is set to 60Hz- anything lower will still make the red dots visible) but the screen still Flashes randomly.

[] lastly I booted a windows 8 OS from my other SSD and the flashing and noisy rendering continued as soon as I've installed the graphics driver from the CD, and even when updated with the latest release from NVIDIA (I concluded this isnt just WIN 10 messing up with me).

I am at the point of just wanting to run on safe mode all the time or to just ditch the entire rig. I have built a few systems in the past and this is the only time I've had this issue.

NOTE/ CLUE:
1. screen seems fine when running on windows SAFE MODE. Issue resumes when the display driver is installed.
2. Screen rendering is exceptionally CLEAN when I was playing DOTA2 but becomes noisy again once I'm out of the game i.e desktop.
3. I wanted to try win7 but I think ASUS tuf z270 doesnt have win 7 drivers (doesnt "officially" support OS below win10)
4. I've also had display issues In the past when I was using the IGPU (HDMI cable connected the onboard HDMI port) with this motherboard. so I'm not sure if other components are to blame in this case.
