First off I am running an XFX RX 480 graphics card. It has run nicely for about a month and all has been well. The other day I noticed my drivers were having issues. I couldn’t run games and other things were happening. I decided it would be a good idea to uninstall and re-install my gpu drivers. Now me being the stupid person that I am went straight into “change or remove a program” and I uninstalled the AMD software. Bad idea. Now when I turn on my PC, all I get is a lit up black screen with my mouse / cursor that I can move around. Help me fix this please and re-install my gpu drivers.

Okay, good. Then, please unplug your GPU and boot into windows. From there run "msconfig". Go to "boot" tab, select safe boot and click on network. Clcik ok. now, you will be rebooted into safe mode automatically. From there, run DDU, reboot, msconfig, uncheck safe mode, reboot, log into windows, shut down, install RX 480, switch on pc, check if the issue is resolved

No, no, you did good. That is the correct way of updating graphics card drivers. Uninstall the old one like you did, and then install the new one after a reboot.

Don't worry too much about the black screen. Just boot into safe mode with networking (usually, press F8 while the system is booting and before the OS boots up, but this may differ in your motherboard). In the safe mode, you should see the screen maybe at low resolution, but dont worry. Just run a cleaner utility like "DDU" and reboot into safe mode again. Then, reboot normally and see if the issue is resolved. If not, boot into safe mode again and install the new drivers.

But before you do all this, please post your complete PC specs like CPU, motherboard, RAM, PSU, monitor, monitor input (HDMI, DP, DVI etc.) etc.

I can't add my PC specifications to my profile until I post a certain amount of times. But here they are: GPU: XFX RX 480 GTR Black edition. CPU: AMD FX 6300 6-Core. PSU: EVGA 700B 700 Watt. HDD: WesternDigital 1Tb.
Motherboard: GIGABYTE 78LMT-USB3.

Also, for this specific motherboard...how do I boot into safe mode? I do not think f8 works.

Looks like Gigabyte has issues with advanced boot options. I googled a little bit and found that maybe ctrl+f1 can help. Keep spamming the keys as soon as you push that power on button. If this doesn't work either, then please read the manual and/or google, but we have to find how to do this

What monitor do you use? What inputs does it have? Do you use multi monitor setup?
On a different note, your motherboard seems to have an integrated graphics card (AMD Radeon 3000). Have you tried booting into your PC with that instead of RX 480? If not, do this:

1) Go into BIOS by pressing <del>
2) In the BIOS, there should be a section that lets you use the integrated graphics for output
3) Set it up
4) Your screen should go blank (or not)
5) Change the end of your cable from RX 480 to the motherboard output
6) Your monitor should come alive at this point
7) Boot into windows

If you dont know in detail how the above steps work, you should google first. It may also happen that your monitor is connected by HDMI and your motherboard doesn't have one. You should first ascertain that both your monitor and motherboard have the same I/O interface and that you have the cable for it. Good luck!

Yes I have noticed that If i completely unplug my RX 480 from my motherboard and PSU my pc will boot up running on only the motherboard. I am thinking that if I download DDU from booting on my motherboard and boot into safe mode then maybe that will work somehow? <---(If you know how to do this that would be helpful). Also I am running an Acer monitor (just 1) and it has VGA, DVI, and HDMI inputs. I am currently using DVI but I can use HDMI or VGA if needed. I just tried spamming ctrl f1 on startup and it did not work.
