Is your download speed suppose to fluctuate or be stable when downloading?

I take a look at my download speeds and I always wondered this, but is the download speed suppose to remain as stable as possible or is it normal for it to slow down and speed up? Reason why I ask is because when I download games and such, I see my speed anywhere from 25.5 KB/s all the way up to 113 KB/s, and it is constantly changing. Is this normal?


*I am using an Ethernet cable, also I did not limit my download speed in Steam/Uplay*

No real straight answer to this. Quite a number of things to consider.

ISP rated speed.
Source and Traffic, you might not be the only one downloading.
You might be using some of your bandwidth for something else

Typically you should receive the total bandwidth allotted to you as long as the source you are downloading from can send that much data consistently.

many isp's also have a "burst" feature where downloads get a quick speed boost at the beginning. so smaller downloads come in real quick but larger ones start fast and then slow down as it goes along. but it is rather normal from what i have seen for downloads to flux a lot. i notice it on steam all the time. i have gigabit speed yet often i only get 1-2 mb/s, then all of a sudden get 100+ mb/s and back again.

it's not really your end more than likely but the source as well as everything in the middle.
