setting up my apartment network and getting horrible download speeds. I have gigabit fiber and I understand wireless drop off but something doesnt seem right. I am only getting 4/5 down but 350-400 up. On numerous tests, numerous sites all the same. On other devices everything is fine. Seeing why the download speed is so much lower.

Test it on wire. If it's still the same on wire then you know your ISP either has some infrastructure issues or the hardware (of your PC) is possibly faulty.
