Yes i know its not brilliant but judge me later...

Ok logically there should be no problem i purchased a new GTX970 (Zotac) to match my currently installed GTX 970 in SLI but after a quick install i got no power, no fans, nada zip zilch.

So I installed just the new 970 and once again no power, no boot, no bios..well... nothing so i went through the check list and installed my old 970 back in and my pc booted normally.

My first instinct was "clearly i cocked up somewhere" so i check seating, fan connectors on the card and swapped my old 970 to the other PCI to check it wasn't that, i swapped over my two 6pin connectors to check that and all was well with the old card.

So once again back to the new card, i stripped off the cooler and all seems fine, no swelling, no warping and the card seemed in excellent condition but once again after install nothing, no power just a dead PC.

So, short of baking the card i'm out of ideas. Anyone got an idea what to do short of throwing my new 970 at a wall?

Solution
So if the card is also Zotac as the previous one and it doesn't work by itself inside your PC and you have no real guarantee from the seller, or proof, it's very likely he scammed you. Try resetting the BIOS battery and afterwards if it still doesn't work, set your BIOS to legacy.

Also, are you using the SLOT 2 and SLOT 3 of your PCIE? Those are the x16 slots of your motherboard.

Besides what I mentioned the only other thing you could do to check if the card works is have someone else test it, reinstall your Windows (maybe change your partition type MBR to GPT or vice versa) just to see if the card works at all. If that still doesn't make it work, you were likely scammed. Always ask for proof that the card works or just buy it off a...

By new you mean second hand I assume, otherwise why are you taking off fans? Otherwise there is no reason to why an identical card would not work at all. I switched an old AMD card with my old 780 on a secondary PC and it worked fine even tho it's an older 2.0 PCI-E. So if the cards are identical I am amazed it wouldn't work, even if they are different revisions. They're not different UEFI setting so normally that shouldn't be the issue.

So unless you fried it on your first try, you got a broken card.

Also not sure your old CPU can even run SLI. And your RAM is really 665 and not double that?

No nothing, it wont even power on to boot, However SOME signal is accessing via the card as the screen will acknowledge a connection and go to standby rather than turn off despite no case fans, or basic power to the PC itself.

after 72 hours of testing i decided sod it and went in for a closer look at the PCB only to find two of the caps damaged, micro fractures as if the card had been dropped or over baked.
Took a goddamn magnifying lease but as soon as the heat sink was removed so was part of its header.

seller is refusing compensation, so I have raised it with ebay

Thanks again all much appreciated sorry to have wasted your time.

Appreciate the thought all the same, would loved to have a decent SLI but i suppose that's for another day as i cant afford to throw good money after bad.
