Asus dual OC gtx 1070 probleme

Hi guys i've buyed a gtx 1070 card 2 weeks ago and i discovered 2 problems. First which it is disturbing but yeah it's ok but so iritating.When i play a game the gpu clock gets to boost which is about 1.9GHz which is good but when get out of the game it keeps staying there.I left the pc open and stayed in windows for about an hour and it stayed at 1.9GHz and it was in gaming mode all the time.So this is the problem and yeah it's producec heat.I've tried tweaking in the nvidida panel and nothing worked.I've tried the power settings and yeah nothing.

And the second probleme is the worst.In gta v for example i have at everything maxed without msaa or fxaa about 60 fps but after sometime idk like 30-40 minutes of playing it drops to 40s fps,which is not 1070 performance.Now after i disabled the v-sync i get in gta 80-90 fps but just for like 30 minutes then it drops again at 40s. When i crash to a car i got 20fps but go back to 40fps and after 1-2 hours it stays at 30. I had the same problem with my previous gpu at every game even in cs go.The cpu is i7-2600 and i have 8gb of ram it's ddr3 but it was very ok
So why i have so low fps and why they go down after a period of time.The cpu is not bottlenecking it stays at about 60% and the gpu at about 80-90%.As well in watch dogs 2 i have good fps 70s but after a period of time it drops to 40s.I don't get this fps drops in cs go it's still stays at 120 fps so again not 1070 perfomance.So hope i can get any help from you for at least one of the problems.I play at 1080p with an 60hz monitor.

What are the temperatures tho? Try to scan using MalwareBytes.

Do you have the latest drivers? Do you alt tab out of the game or anything? Run anything on the background? Is your antivirus or Windows defender scanning on the background?

My temps are about 67C and yes i have the lattest driver installed.i don'd alt tap in game ,well i do but after the fps drops so yeah.no the antivirus do not scan or something on the background i don't think anythnig else then skype run in the background ,I'll try using malwarebytes

The windows defender it is totaly disabled it's says it's disabled.My cpu it is not actually very old it's second i7 generation but it can still do the job.My psu it's a corsair tx650 w

People complained about your PSU, is it as old as your CPU? I mean when you bought it for new, not when it came out. If it's older than 2-3 years, you could try a higher quality PSU like EVGA G2 or higher.

I was looking into PSUs very detailed a few years ago and I stayed away from Corsair because of the really bad reviews especially for the 650W, people had it break down after 6 months, 1 year, 2 years.

The psu it's tier 2 so it is very ok i have it for about 1 year and a half or something like that. I do wanr to buy a new one i was looking at sirtec but idk.Oh the led of the power at the gpu it's on so it means it got a good power

If your components aren't getting really hot and you are not running out of RAM, not VRAM, the only good explanation is your PSU isn't supplying enough power to your card or the card is defective. So monitor your RAM usage while gaming and especially when the fps drop.

Yeah in gta v for example normally it stays at 5gb but when the fps drops it getting at about 7Gb so what could do that ?
I know 8gb it's not very much in 2017 and they are ddr3 but....
Do i need to change them? I thought something like 16 gb but on ddr3 because that how the mobo is and i don't really wanna change it.

If you have 7GB RAM used with only 8GB available, it's most likely you are having a shortage of RAM problem. You could try using higher pagefile but the speed will still be bad if not using actual RAM. Get more RAM, identical if possible, or just replace your RAM completely.

Check your motherboard specifications and see if it allows over 8 GB otherwise you might just have to increase pagefile (again this will not really help) or lower some settings on some games. Disable some applications or Windows functions, etc. Use AVG Tuneup turbo mode to close up other apps.

Yeah but this is the problem ram ?
In watch dogs 2 i only use 5gb and it doesn't getting higher.So it is possible that the gpu could be the problem . i've heard that it uses micron memory and everybody who had the problem their card got micron memory. But not on asus i've seen people that got 1070 from MSI ,Gigabyte,Asus,Zotac and Evga and the founders edition

They didn't thats why i came here.Now not all the cards.Maybe mine it's because of the OS or something idk i'll try reinstalling th le winows. Because from where i buyed it.The card got good reviews like the card got in gta v on 4k 50 fps so.i don't think i have the app.I have gpu tweak2 from asus.

Reviews are sometimes garbage unless they show the exact settings, even if they say "GTA 5 VERY HIGH" they could have some small setting turned off and runs with much more fps. Get the app for bios and driver updates from the website, then install MSI afterburner or EVGA precision (free on Steam) and select stuff you want to appear on OSD via the settings, we need to see the GPU/CPU/GPU VRAM and system RAM speeds, usage, temperature + fps counter.

Then run some games.

Another thing I may have forgotten to ask, did you do a clean install when you got your GPU? Like not a manual one, just get the DDU app from the internet and have it remove previous graphics cards, even Intel HD drivers and only then install all the latest drivers + bonus apps.

I actually started getting fps drops to 20 last night while gaming, I'm starting to think the new driver might be fucked up.

Yeah the driver i think it is fucked up .I do used DDU but i don't think it was a clean install.I'll reinstall my windows in weekend.In games the let's go with the CPU.CPU usage it's 60%max and temp are 68-70C with stock cooler.It go to 3.8 GHz.The GPU usage stays at about 70-80% but when the fps drops go to 99%.The temps are on GPU at 70C max.It stays at 1.9 GHz everytime i play a game and leave.Like when i open the pc it is at 139 MHz the if i play a game,even Minecraft it goes at 1.9GHz, and then when i close the game stays there untill i restart the pc.And the ram in gta v it's using as i said 6.8-7 Gb. Now i do think the driver it's fucked up, or maybe my windows so if nothing gets ok untill weekend,I'm going to write.In the weekend i'm going to tell you if it is ok.

What's your CPU? Anyway you should clean everything just to be sure, I don't know how your PC and software is, so it's easier to just clean it. If someone can lend you some RAM to exchange with your own, that would be great to test.

Yeah i can't get some ram if i don't buy it.I don't think it matters anymore but my cpu is a i7-2600.I will do a reinstall of windows so untill then if something i find out i'll tell.Until weekend i don't think i can do much.Thanks for the replys and hope you'll be in the weekend too.
