I'm trying to build a 2017 gaming PC with a roof budget of 1300$ is this a decent build for that price? If not what can I improve on I'm trying to get the best possible build for around
1k$. I have Ram and a CPU cooler already. Also should I use my 770ti a little longer instead of getting the 1070? And are all these parts compatible without any bottleneck?
The intended use for this system is streaming and playing games while screen capturing. And can't forget video editing in Sony vegas.

770ti did you have that custom made or is it a typo? if it is a 780ti it is still a respectable performer. you could put money into the RAM which you will now need, and a PSU if the bronze is over 2 years old, larger SSD etc.

my suggestion
proper OC ready motherboard and wireless, 10 year warranty on the PSU, went with white/black.
lots of fast RAM for OC. M.2 SSD removes some cable issues.
