My installed ram is 8Gb but PC says 4Gb usable

I have windows 10 64-bit. I have 2x 4gb sticks of ram installed. When i look in my settings, it says "Intalled ram: 8gb (4gb usable). I have tried to find fixes on the forum but i couldn't find any. I also switched what slots my ram were in and it says the same thing.

Is your onboard video enabled? How much ram did you reserve for it in bios?
Check that msconfig.sys does not have max memory checked.
Maybe get Speccy to see how many sticks are detected.
