PC wont power on when button pressed

PC wont power on unless i reset the power strip its plugged in to, or unplug all USBs and then when i plug a few back in it "fires" up the pc and it runs just fine. Ive done the paper clip test for the PSU and it functioned just fine and have tested the power button on the case with the screwdriver test and worked fine. Now i can say that after a month, the screwdriver test doesnt power on the PC. I push the power button, nothing happens, then minutes later the computer turns on like nothing happened. Also i notice that the pSU indicator light on the back goes dim when the pc is on and then when it's shut down the light gets very bright like normal

AMD Phenom x4 3.2ghz
16gb ram
Radeo R9 3gb
Gigabyte AM3+ mobo
OCZ 700W psu, about 6yrs old

I manually have had to throw the power strip which seemed to clear it to allow the pc to turn on next time i push the button.

I did the screwdriver test, as well i plugged the reset button in to the regular power button to see if it was the power button, which seemed to work some of the time. Like i said, alot of the tweeks worked for alittle bit but not a solution.
 
If i were you the first thing i would do is take a closer look at your power strip. Is it a good quality or is it old and cheap. Does it look damaged in any way. Do you have a 2nd power strip you could try in it's place.

You could also try plugging your PC directly into the wall to see if the problem is still there or goes away. If that idea worries you, try plugging something else into the power strip to see if it shows any problems.

I did test the power strip and used a secondary power strip to see and i still had the same problem. Its almost like when i used the reset switch on the power strip it cut all power and maybe helped drain any residual power in the system so it could have a fresh start? idk, tell me if im crazy, but honestly I just dont know if its the Mobo or PSU and i dont want to go out and just start buying new things just to test. and No i dont have an extra PSU or mobo to test with

- when i unplug all USBs its all 5 or so, wired mouse, keyboard, flash drive, external, and others. I click the power buttong...nothing, so i unplug all USB devices and usually when I have unplugged them all and have begun to plug them back in, Boom, the computer turns on by itself just like i pressed the power button.

-Once the computer kicks on, its loads Windows 7 64bit just like normal. And once on it doesnt run sluggish or freeze or power down by itself. Its like nothing is wrong once it powers on and i shut it down normally.

-I did replace the battery as a test and it made no difference
 
Although i've never bought anything on Amazon, i have heard from others they are good about taking anything back, no questions asked. So if you find a new PSU doesn't work, you should be able to easily return it. At least that's what i've heard, for what it's worth.
