Doing my first build and need help.

I have build my first mining rig and i cannot get the mother board to recognize any of the gpus. I know that it is not recognizing them because the device manager in windows 10 64 bit is not recognizing a graphics card. Keep in mind I have not configured the BIOS at all. I am also using a DVI cable that goes from the motherboard to the monitor because I can not get a display to come up by using an HDMI from GPU to a Display port in the monitor. I don't know if it is because the GPU is not getting recognized or what. Something else to also note is that when I plug the HDMI cable into the GPU and the dsplay port into the monitor My cpu fan and PSU will start to spin even though the computer is turned off. OTher then these issues everything else on the computer works from RAM to SSD Hardrive, and usb ports, etc. The motherboard is screwed in half way with only a few of the screw holes because I thought that was just for stability, to a wood block. I have Two PSUs going to the motherboard and 6 GPUs, not really worried about the other GPUs though because I can't even get the board to recognize one of them. Our parts list and what they are plugged into is as follows.

6 xfx amd rx580 gpu
2 750 g2 evga gold rated psus
1 tb250-btc biostar motherboard
1 Intel BX80677G3930 7th Gen Celeron Desktop Processors
6 PCI-E 1x to 16x Powered Riser Adapter Card w/ 60cm USB 3.0 Extension Cable & MOLEX to SATA Power Cable - GPU Riser Extender Cable

Yes the DVI still works for the mobo, that is the only way I can get display to work on a monitor. I am trying to get display to come from the gpu, not the motherboard though. and this isn't working, and im assuming it is because I can't even get the mobo to recognize the gpu, even on device manager in windows.
