Transferring OS from HDD to SSD

If anyone could help me with transferring windows 10 from my HDD to my SSD, I literally just want the OS none of my other files that I have in there. I don't have enough space on my SSD to transfer all of my files, thanks.
Storage types: WD 1 TB HDD
Samsung 950 EVO m.2

Not, not copy/paste.
Just like this:

Verify the actual used space on the current drive is significantly below the size of the new SSD
Download and install Macrium Reflect (or Samsung Data Migration, if a Samsung SSD)
Power off
Disconnect ALL drives except the current C and the new SSD
Power up
Run the Macrium Reflect (or Samsung Data Migration)
Select ALL the partitions on the existing C drive
Click the 'Clone' button
Wait until it is done
When it finishes, power off
Disconnect ALL drives except for the new SSD
[strike]Swap the SATA cables around so that the new drive is...

There is no application or function to transfer 'only the OS'.

What size are these drives?
What is the total consumed space on the current HDD?
What, exactly, constitutes the space on it?

The HDD is 1 Terabyte and the SSD is 500 GB
The current consumed space on the HDD is 490 GB and the amount free on the SSD is 465 and it's brand new
I currently have things like Games from steam, documents, OC software for my GPU and other things like that

If you can reduce the total used space on the HDD to below 400GB, you can clone everything over to the SSD.
Possibly delete a couple of Steam games. Or old gunk you downloaded and no longer need. Etc, etc.

Alright I've done that. Now, is there a program I should use to transfer everything over, or do I just copy // paste?

Not, not copy/paste.
Just like this:

Disconnect ALL drives except for the new SSD

Power up, and verify the BIOS boot order
If good, continue the power up

It should boot from the new drive, just like the old drive.
Maybe reboot a time or two, just to make sure.

If it works, and it should, all is good.

Later, reconnect the old drive and wipe as necessary.
Delete the original boot partitions, here:
