MSI B350 Gaming Pro CPU and RAM debug LED on No Display

So I bought some pc parts for a new build and I plugged it all in and the CPU and RAM debug LEDs turn on and I get nothing on the monitor. I have moved the RAM to the other slot but that doesn't do anything, the power supply and graphics card seems to be working fine, and the CPU has no bent pins. I've read in a lot of different places, including here, that it is a BIOS problem and that I would either need to find a Ryzen 7 CPU to update the BIOS or RMA the Motherboard. The PC turns on but I don't get anything on the monitor. I have tried HDMI, VGA, and DVI and nothing works.

Is this a BIOS problem and if it is what is the easiest way to fix it? If it isn't a BIOS problem what could it be?

CPU: Ryzen 5 1500x
Motherboard: B350 Gaming Pro
RAM: Corsair Vengeance LPX 8GB
Hard Drive: 1TB Seagate BarraCuda
Graphics Card: Gigabyte GeForce GTX 1060 3GB Windforce OC
Case: Fractal Design Focus G
Power Supply: EVGA 450W 80+ Bronze
OS: Windows 10

Edit 1: I looked at the serial number and it said the manufacture date was 08/17. Does this change anything or could the BIOS still not be updated? I still don't think the CPU or RAM is the problem but now I'm a little unsure.

A BIOS update is always a good thing if it comes to Ryzen systems, that´s why I recommend to buy the BIOS update service from the shop as well, before getting started.

VGA can´t work, because your graphics card only has DVI-D/HDMI/DisplayPort connections.
Did you plug in your monitor into the motherboard? This won´t work as well because Ryzen has no integrated graphics chip.

The compatibility list states that the 1500X is supported since the first released BIOS 1.0. Only the 1300X and the 1200 would be problematic as well as the Ryzen PRO CPUs. Even Ryzen 7 is supported from the beginning.

Would a place like Best Buy work? Could I also RMA the motherboard to have MSI update the BIOS?

I agree with vapour about the likelihood of the problem being a lack of support for your CPU in the BIOS that the motherboard came with.

Even motherboards that supported Ryzen 7 did not initially ship with a BIOS that would support the Ryzen 5 CPUs when they were initially released. It looks like your board may not have even shipped with Ryzen 7 support initially, so depending on how long it's been since the board you purchased was shipped, it may have an old BIOS installed.

Whether MSI will RMA the board and flash the BIOS for you is a question for MSI, however in my own experience, their customer service is very good, so I would very much expect them to help you out.

Best Buy might help, but I would also expect them to want to charge you for the service.

Try minimum config, only ram, graphics card, cpu with cooler, power supply and motherboard
reset BIOS by jumper, have a look at your manual "clrCMOS"

which Corsair Vengeance LPX 8GB is it? 3000MHz or else? the 3000MHz version is not officially supported by MSI

I bought the board on Amazon last week so it hasn't been very long since I've had the board. Thanks for the info about their customer support, I feel a little better about an RMA now.

I bought the board off Amazon so a BIOS update service wasn't available.

I tried to use the ports on the motherboard a found out later that it didn't work so I just included it anyway. I did plug DVI and HDMI into the Graphics card as well and it didn't work.

I saw a good amount of people online having a problem with the BIOS so I'm still leaning towards that even if it is a supported CPU.

The RAM was completely plugged in and I took it out and put it back in multiple times. I did install the motherboard correctly into the case but took everything out and set it up outside the case with the same results.

I'm a little confused what minimum config is, is it just the parts that you stated? If so I have tried that outside the case and I still get the same results. I took out the little battery and put in back in on the motherboard and I heard that is one way to reset the BIOS but I will try it by jumper next time, thanks for the suggestion.

My RAM is 2400 MHz and the model number is CMK8GX4M1A2400C16R.

My apologies, my original wording was not very clear in communicating my intent. What I was trying to say was, we have no way of knowing when your motherboard left the factory and ended up for sale at Amazon, unless you can find a manufacture date somewhere. If Amazon had the board since March or earlier of this year, it's very likely it doesn't have a BIOS that is ready for Ryzen 5.

If we're talking about an MSI Gaming Pro Carbon motherboard, we're in agreement. I looked up CPU compatibility for an MSI Gaming Pro, as that is what the OP's original post lists. The MSI B350 Gaming Pro non-Carbon motherboard BIOS didn't have Ryzen 5 support initially: MSI B350 Gaming Pro CPU Support list

Turns out the RAM that I originally had either was DOA or just not compatible with my motherboard. Originally I bought this RAM: CMK8GX4M1A2400C14R (model number) and it didn't work so I this RAM: CMK8GX4M2A2400C16 and this worked for me. Thank you all for trying to help me solve my issue!
