Evga SuperNova 1000w
Evga gtx 960 4gb sli with MSI gtx 960 4gb
G.skill ripjaw 16 gb ram
AMD FX-9590

I have recently bought this system with a nice corsair case and cooling system but when i looked up cpu everywhere said 4.7Ghz but mine only runs at 3.7Ghz ive tried going into my bios but all i did was freeze the system and it told me overclock failed. Is there anything that i may be missing with drivers or something? The guy i bought off of said it was always 3.7 while he had it.

reset your BIOS,

check temperature margin with amd overdrive,

which BIOS version is on the motherboard?
eventually update the BIOS within BIOS (ezflash, don´t flash in windows)

Chances are its not stable above 3.7GHz.
The 9590 is an absolute joke, terrible performance aside, not all 9590s can even run at their rated speeds.

There is nothing special about that processor, its just an 8320 "factory overclocked" to run at 4.7GHz. Its still an old, poor performing processor.
