Low FPS,stuttering in game (need to recommend upgrade).

Can anyone suggest me what to upgrade my rig please :( i have big problem when i play open-world games like: Watch Dogs,Assassin's Creed Syndicate,Batman Arkham Knight,Just Cause 3,Fallout 4... very stuttering and low fps even i lowest all setting and some games smooth (sometimes still stuttering) when i set to 720p...Here are some info of my rig:
-GPU: AERO MSI 1050TI 4GB VRAM DDR5
-CPU: i3-4150 3,50Ghz
-Ram: 2x4GB DDR3 *Ram1:Kingmax,RAM2: Partriot* (my system show only 6,95gb ram usable)
-MOBO: Gigabyte B85M-D2V
-Windows 10 Pro 64bit (HDD)
-Install these games on Western Caviar Blue 1TB 7200rpm.
Maybe my Ram is the one cause the trouble? or my cpu is bottlenecking my GPU? i just want all my games from the list above run with high settings and constant 40fps. Thank you for reading my thread and help me. (Sorry for my bad English if u don't understand).

It looks like it would be useful to upgrade your cpu, its an I3 meaning its a dual core, so not the greatest for gaming, I would suggest getting an i5, try maybe a 4690? Otherwise upgrade to a later generation, depending on your budget, if you get a 6th/7th/8th gen you will need to upgrade motherboard and ram to, otherwise check the speed of your gpu, what's is the clock speed (mhz) if its not running at the speed it should then your low fps might be caused by your gpu

hello thank you for helping me. I have around 210$ and don't know where to spend first? maybe i'll try your recommend upgrade to i5 - 4590. Is it ok? or 4690 more worth than 4590? I'll think abt upgrade MOBO later because it's too expensive for me now haha. I know my card can handle these games now with high settings because i watched on youtube gamers test these games with exactly my gpu expect with more Ram and differrent CPU so idk where the problem come from? (CPU or Ram) so i'll try to upgrade my old CPU first. Thank you again for suggest me.

Yup, I would go with the processor, you have 8 gb of ram, thats a normal gaming setup is 8, so I would do your processor
