gtx 1080 fps lower than a gtx 1070

Hello, I built a new Gaming PC 2 days ago.
from the start I couldn't get my ram to run at the proper speed (3000mhz).
After I installed the drivers (gpu drivers from geforce experience and amd chipsets drivers).
Me and my friend who's pc is weaker than mine (pc configuration/spec at the end) is getting around 20-40 fps more than me in cs go we ran with the same nvidia control panel 3d settings and I tried performance mode and ryzen balance plan the fps is the same with both.

My Specs:
ryzen 1700x
x370 prime pro
16x1 corsair 3000mhz (running at 2133 for some reason)
gtx 1080 windforce edition

Friend's Specs
I7 7700 (non k)
msi b250m pro vdh
8x1 hyperX 2400mhz
evga gtx 1070

did your bios match the latest?
did you select the ocing profile in bios for the ram?

try turning on vsync (+triple buffer) and crank up the settings for the game, to put more load towards gpu.

Well I didn't update the bios but I did try making it docp changing it to docp-3000 and making it as 2933 and the pc froze in a boot loop I managed to change it back to the stock settings I got the new windows 10 update and it boosted my fps by 60-70 now im getting 266 fps in the cs go benchmark
