I began receiving an issue that required me to take apart my computer to resolve but i found that one of my 9 standoff screws had a head missing. I tried using pliers but i can’t get around the screw and every other method would completely fry a computer. Any suggestions?

You should still just be able to lift if off. Especially if the head broke off near/at the bottom of the board. Unscrew the others, and you should be good.

From your picture it looks like the motherboard can be lifted off as said above. Once the motherboard is removed you should be able to remove the broken screw with a pair of pliers, or remove the standoff (assuming it has standoffs) and replace with a new standoff. If the case doesn't use standoffs and you can't remove the screw even with the motherboard removed, then just leave it as is, the other 8 screws should sufficiently hold the motherboard in place.
