Never ending Boot cycle and I've tried everything I can think of and pretty much find online

So my computer is stuck on a never ending boot cycle where for the most part it gives me pretty much every system issue known to man CRITICAL_PROCESS_DIED, BAD_POOL_HEADER, PAGE_FAULT_IN_NONPAGED_AREA, IRQL_NOT_LESS_OR_EQUAL. I wiped the hard drive through bios, attempted to reinstall windows numerous times and as its booting it'll give me BSOD. I removed all nonessential parts, GPU, etc. Still same problem. Finally tried using my friends SSD, HDD, and RAM on my setup and it was still stuck on this endless boot cycle, so I've ruled out, RAM, GPU, and HDD issues, so I think it's either my motherboard or CPU.
Luckily I've gotten it to the point where it at least attempts to auto repair before just Blue screening.

Note: A reason why I believe it to be MB or CPU aside from process of elimination, about a month ago we had a bad thunderstorm, and something happened which led to a power surge which caused the capacitors to blow on my PSU, I had it replaced under warranty and my computer worked pretty solidly for about a month, until about a week ago, when this issue began.

This problem started after my comp crashed in the middle of a Killing Floor game, it started windows recovery and basically was doing the whole "windows recovery" for about 4 hours until it boot itself back up and started just in this infinity cycle of booting errors. I pulled everything apart rebuilt it and it actually worked for about an hour but as soon I tried to restore, it got screwed up again and now even nothing's working at all.

Hey!
The errors definitely show that data is getting corrupted and leading to all these crazy errors...
Your testing really has narrows down the possibilites of what could be wrong, so well done :)

If the DC side caps have been blown, then a massive surge would have gone through your motherboard and must have fried it.
If it was the AC side caps, that's still really not good! Still a massive surge I reckon.

So, because you boot, it appears your CPU may well survived, somehow, but your motherboard is toast.
Get a new motherboard, I think thats the only hope.
