Game stuttering issues

Hey, recently I am experiencing a strange issue with my PC build. For a month I have been using msi gtx 1080 gaming z, delidded i7 7700k, 240mm liquid cooler, two 1 tb samsung ssd, a 2tb barracuda hdd, gskill trident z 3200mhz (8gbx2) memory module on maximus ix mobo (recently updated to latest bios v1009) and corsair rm850x power supply. Everything was running fine with smooth gaming until I switched to aorus gigabyte extreme edition gtx 1080ti. Now I am observing some strange issues like:-

When I press the POWER ON button, the mobo starts up (light on) but then immediately goes off (light off) and then after 5-10 sec mobo POWER ON (lights on) itself automatically and functions normally afterwards (XMP enabled optimized on all cores, stock i7 7700k setting, no overclocking). I mean there is a delay of 5-10 sec for mobo to start up normally.

In gaming (like ghost recon wildlands) I am experiencing some stutters without any FPS drops. In the middle of gameplay freezing took place for 3-5 sec and sometimes even my system freeze which gets solved after a reset only (during this freeze if I luckily got to the desktop with task manager my mouse would lag heavily and system start making beep sound while moving the mouse pointer).

I switched ram to corsair vengeance LPX 3000mhz (16gbx1) memory module. By doing this, mobo still took a delay to POWER ON but random freezing during gaming disappeared, although random stutters were still there. However by disabling the XMP profile (running the ram module to stock 2133mhz) with stock speed of i7 7700k all my problems were solved. Mobo POWER ON normally without any delay, no stutters in game. I would like to share that by running the ram module to stock 2133mhz I am now getting 10-20 lower FPS with GPU usage now hovering around 70% and CPU to 90%.

I have also noticed that if I turn on XMP and overclock the proccesor to 4.7-4.8ghz (I dont indulge myself in tuning voltages etc they change as the mobo wants them to be) and not 4.6ghz (with this stuttering starts again) solves the stuttering problem but delay of mobo to POWER ON still exist.

I would like to know what is causing this? Is there any thing faulty in my build??
Should i keep cpu overclocked to 4.8ghz and XMP on always even for normal day to day use??

I cleared the cmos on the first boot mouse was heavily lagging on the desktop itself for few sec after that I tried some games and the stutter was still there in ghost recon wildlands. However from next boot onwards everything is working fine till now, no stutters at all. I don't know how this worked as I remember that earlier also I restored to the default setting in the bios itself. Does resetting cmos is not same as going manually to default in the bios itself??
I noticed that earlier chassis fans and radiator fans were also aloud and now they are in control.

Good to hear.:)

Might be that clearing the cmos doesn't really set all parameters right, maybe it just didn't go right the first time, anyway will start to add it from now on again.

Did you enable XMP for best ram settings also? Would be a waste to have that ram run at 2133mhz when it should be able to do 3200mhz.

Yes, all the the time xmp was on and bios on normal mode. From now onwards whenever I replace or add a new hardware I will definitely clear cmos as well. But is clearing cmos not same as manually going to the bios and setting it to default??

From what i know they are the same, but maybe some small settings are left alone ... can't really say for sure. You had an overclock applied so maybe there where things changed that needed to be set back via the optimal settings which somehow didn't happen via the clear cmos, but another guess.

Today I again encountered stuttering with lagging of mouse accompanied by beep noise while moving the mouse pointer. Actually when I launched Msi afterburner with riva tuner(latest version) that's when mouse lagging occurred for few seconds after that I played ghost recon wildlands with same stutters as I previosly mentioned. After again clearing cmos problem was resolved but I don't think it's a permanent solution as some minor micro stutters are still there.

I may be wrong, but after this, till now I am not using Msi afterburner and riva tuner(by keeping them close) eliminated microstutters. I am using v388 nvida driver.

I think so. However I am not so sure. I need more time to verify it . I think it's these applications only otherwise why would my mouse lag in the desktop itself. This would mean there is some problem with ram stability, or mobo or even psu. I will need more time to verify it. I will post about the results without these applications as early as possible.

Actually Riva tuner only displays fps, gpu, cpu, ram usage info in the game. Riva tuner does not work without afterburner. So if I launch afterburner, Riva tuner automatically launches. Only afterburner is capable of overclocking.
