Well, just go for the gtx 1070 i linked then, it's the best gpu that fit's your budget and will definitely allow higher graphic settings than your old gtx 960.

IMHO it would be wiser to move up to a new platform.
The 960 is still plenty to play games @1080p medium settings, and PUBG, Battlefield are quite CPU bound if i'm not wrong,
Therefore i'd recommend a step up on the CPU side. It's much easier to swap a GPU later on, and investing in anything below the current gen isn't a smart choice.

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1600 3.2GHz 6-Core Processor ($193.44 @ OutletPC)
Motherboard: ASRock - AB350M Pro4 Micro ATX AM4 Motherboard ($74.33 @ OutletPC)
Memory: G.Skill - Ripjaws V Series 8GB (2 x 4GB) DDR4-3200 Memory ($105.99 @ Newegg)
Total: $373.76
Prices include shipping, taxes, and discounts when available

EDIT:
Not as much as you'd think if you're playing at 1080p or 720p. The 960 is able to handle it's own if you're willing to lower a few settings in the newer AAA titles.

would that cpu not bottleneck the gpu seens its 100% witha 6300 atm ?

It is quite normal that the GPU is always lingering next to 100%, more yet if you're putting Max settings in current games...
With that said, a good upgrade for you would be getting a 1060 or higher, and those are really expensive atm due to mining rampage.

That's why i recommended the CPU improvement, it will doubtless help you on gaming, but won't do miracles as a fresh new GPU would, but it is a much wiser choice now IMHO.

thats what i was gonna go with as thought it was cheap not brought a gpu or cpu since 960 was released

The Ryzen 5 1600 would definitely not bottleneck the gtx 960 as it has over twice the multicore performance over the 6300 and over 50% better singlecore performance.

The gpu upgrade would also be a possibility but remember that
https://pcpartpicker.com/product/4fyxFT/zotac-geforce-gtx-1070-8gb-mini-video-card-zt-p10700g-10m
Would make your cpu a really bad bottleneck and likely cause stuttering + few second freezes as you generally want to be gpu bound in games and not cpu bound.

i meant the 960 bottleneck cpu would be fine just would the 960 hold it back

Yes, the gtx 960 will hold the Ryzen 5 back. But as i said above, it's always better to have your gpu be the bottleneck than have your cpu be the bottleneck.

The Ryzen 5 1600 would also remove any cpu related bottlenecks that existed with the FX 6300

yh 1070 would be way to much was thinking of 1060 as been playing at med to low settings alot fortnite started playing max settings i get 40 fps cpu 60% gpu 100% so would i not get a increase in fps due to its already max ?

I'm assuming fortnite doesn't utilize all your cpus cores which is causing the 60% load as the spec requirements mention only quadcores and say that the gtx 960 should be well good enough to run it.

You could download perfmonitor 2:
https://www.cpuid.com/softwares/perfmonitor-2.html
Which shows the usage of each of your cpus cores.

If the usage is hitting 100% on even one of the cores you'll know that your cpu is bottlenecking.
