Motherboard won't detect gpu

Recently got a new case and migrated everything over. Absolutely nothing had changed in the move, everything went in essentially the same spot. However, connecting my monitor(s) to the gpu has yielded no results. It worked perfectly fine in the old case, and the light on the gpu comes on, but the fans don't spin. I've tried connecting and reconnecting the power cables, reseating the gpu, and tried but failed to update the bios (doesn't detect any USB media). Do I have a motherboard or gpu problem or something I'm not seeing?

i5 4690k
R9 390 8gb
Msi pc mate z97 mobo

This had the same results. I even tried it in the other case and the same thing happened. Something happened along the way.
