Windows 10 - Freeze, Black Screen, Crashes and Restart

Hello,
Since I bought my new graphics card, I have been experiencing issues with it. Whenever I surf the net (Facebook, Youtube etc.) I notice a freeze and then a black screen. After that, it seems to disappear. I do not only experience it when I am browsing the net, I am also facing that issue when I play Games (Dying Light, GTA V, CS:GO, H1Z1, PUBG etc), not sure if they demand power. The game freezes, the black screen appears and then I have to restart my PC or the game quits with an window mentioning an error: (e.g. Dying Light: Resize buffers failed device removed -reset).
Is there anything wrong? I have changed almost anything on my PC

Old specs: (same GPU on both)
Core 2 Quad Q9400 stock clocks
Gigabyte Radeon RX460 2GB 1212MHz (no oc from me. factory oc)
4GB RAM DDR3
250GB WD HDD
Gigabyte P41T-ES3G
PSU: BeQuiet! System Power B8 550W

New specs:
AMD R3 1200 stock oc
Same GPU, still no oc
8GB DDR4
Same HDD
Gigabyte AB350-Gaming 3 (F7 bios)
Same PSU

What I have tried:
Format and Reinstall windows 10
Reinstall drivers (DDU in safe mode)
Update and use of older drivers
Underclock GPU from 1212 to 1190 and 900MHz
GPU vBios update
Lowered power limit
Returned the GPU: They claimed that it works fine on their test PC
Tested the PSU on another PC, works fine

Is my GPU faulty? Should I buy a new one?

Check your RAM with Windows Memory Diagnostic Tool and your HDD health with CrystalDiskInfo. Check in Windows Event Viewer and Windows Reliability Monitor for errors. What are your temperatures? Check with Speccy. Also, in safe mode, do you have problems? What programs do you have installed?

Thanks to jankerson's advice, my pc hasn't crashed until now, not even once. I won't mark it as the solution, though, because I need to make sure that the problem is solved

I did a memory test, no problems. PC temps seem to be normal (45c max), checked both drives in my PC, all good. The only thing I got is from Windows Event Viewer, that amdkmdap stopped working and recovered successfully.. What should I do?
 



Nothing for now, that happens once in awhile with the AMD drivers.
