No Graphics Card for Console Streaming??

Sooo,
I built a PC over two years ago solely for the purpose of streaming to twitch from my Ps4. I was on a budget when I built it, but plan to upgrade at least the CPU this summer.
The specs are as follows;
CPU: Intel i5 4690k 3.5 Ghz Quad-core
CPU cooler: NZXT kraken X61 106.1 CFM Liquid
Motherboard: ASRock z97 Extreme3 ATX
Ram: G. Skill Sniper series 8GB
SSD: PNY XLR8 120GB
Storage: 1TB Western Digital Hard Drive
GPU: Radeon r9 280x 3GB - BROKEN

I was having a weird freezing issue with my computer that prevented me from using it for a long time, so I finally went to get it fixed. The PC repair guy told me my graphics card broke. So, I am in the market for a new graphics card. But my question is, if I plan to stream from my ps4 to my PC using OBS (on twitch specifically) via an elgato HD 60, do I need a dedicated GPU? If so, any recommendations would be greatly appreciated.

Also, will my current setup produce a good-quality stream? I am worried my computer may be a little under-powered, but after all, I wouldn't be gaming on it, just streaming. My upload speed is 10(.5) mbps.

Unless you are live streaming or gaming from the same machine that you are streaming from, a very basic GPU or even a lack of it can do the job. Although not necessary, but basic GPU acceleration can help OBS video composting and encoding as streaming puts heavy strain on the CPU as it is already tasked with grabbing the frames. It can also help you game a bit occasionally. A moderate OC of the CPU is also recommended in case you are not adding a GPU.
Your setup is pretty good for streaming as it meets all the basic requirements adequately.
Since this is a dedicated streaming machine, it should be able to produce quality stream. I think all the other queries have been discussed in pm.
