I'm looking for more money spent CPU wise as I want to play CPU intesivish games like arma escape from tarkov and pug. Things I already have. Gpu pny gtx 960 2gb ddr5 and 120gb ssd and 4x4gb ddr3 vengeance ram. Every other part needed excluding monitor keyboard mouse. THANKS!

So are you saying even with the ryzen build above the 960 isn't good enough? I figured 2gb ram was sufficient I don't care as much about maxing settings I just want to get rid of the studder and frame drops caused by a CPU my current CPU if anyone was wondering btw is amd athlon 760k overclocked to 4.1 ghz

8gb minimum RAM is required by todays gaming standards. The 960 should be good enough for the next 2yrs @1080p if you are not obsessed with ultra settings. It should be able to drive pretty much any game at moderate settings.
The Ryzen build above is a quadcore build with Hyperthreading and should fare you better on cpu intensive games.
