It means the board is able to run memory at those speeds even though Intel/AMD doesn't support those speeds officially.
And sure you can go higher, might run just like that or could need an increase in voltage or looser timings.
GOt my DDR3-1600 CL9 running at 2133 CL12, so the absolute timings stayed pretty much the same, but memory bandwith increased by around a third.
