No POST and no video on new/used build, iffy PSU, detailed troubleshooting

Yet another no POST, no video but I'm hoping this will be informative as well as getting some help for me.

I've been getting some cheap parts for a small gaming build but even for used parts it's causing me more problems than I expected. Here are the part by part list and what I have done already.

PSU: cheap 180 watt (I forget the name)
This is my main suspect for now. I have tried shorting the green wire to power it on and checked the voltages. They all check out. It's a 24/4 pin PSU (no pin 20). Can the voltages check out and still be a faulty PSU?

Motherboard: DH67BL - 3 years old but never used. Fresh out of an anti-static bag from the shelf.
First thing after initial failed boot, I tried only PSU and mobo to hear a POST beep or something but the mobo does not turn on when shorting the power pins. It looks like it will only power up with a CPU installed. Anyway I removed the CR2032 battery (which was only showing 2.8 volts so it needed changing) and held down power button 30 seconds to drain any charge that might cause an issue and replaced battery with a fresh one.

CPU: i3 3225 - used but tested and verified to be working on another system.
Added CPU and cpu-fan. Weirdly (maybe a hint to the issue?) the PSU and cpu-fan mostly come on when I turn on the power to the PSU and once it was (as I would suspect is the norm) only in standby. In either case I can power up with a short to the power pins on the mobo and power down with a long short of the power pins. Still no POST beeps and no image from the video output. In one case I heard a singular beep but nothing else. I have tried booting with BIOS jumper set to both clear and recovery with no different results.
Btw. the 1155 socket seems to be pressing the CPU down pretty hard.

RAM / video / SDD:
I have tried adding the additional RAM (single 8 GB stick from G.Skill) in various dimm slots and SSD (120 GB Kingston Fury X) but it makes no discernible difference. I have tried two different graphics card (GT 730 and GTX 550 TI) in addition to the on-board graphics but none of the three options produce an image on my screen.

I think I will receive a new 350 watt PSU later today so I will try that and also give the whole system a blast of air from a can. Any additional suggestions are greatly appreciated. I am hoping to surprise my GF with a little gaming rig tomorrow (my excuse to fiddle with electronics) so I am a bit pressed for time. Hope that someone will second my suspicion towards to PSU.

EDIT: NO SOLUTION; MOBO DEAD.
I have tried a different CPU that was an older architecture and another PSU and nothing worked. I was hopeful about the sandy bridge CPU as I have read other posts with similar issues. Now I have to unload all my parts because I can't find another 1155 board :/

CPU is on the supported list and 180 watts should be plenty when I haven't even added graphics (which is also low power). Still hopeful about the new PSU though.

Please don't assume I have any clue as to what I'm talking about, and this is probably a basic step already followed or completely unrelated.... but remove cmos and re-seat after a minute or two?

Already replaced the battery completely. But hey, if it's easy to do I'll gladly do it again.

Done and no change :/

Interestingly (or maybe not), if I remove the battery completely then it will remain off then I turn on the PSU until I short the power on pins. With a CMOS battery it will turn on as soon as I turn on the switch to the PSU (of couse still with no beeps and no video). Might that be a hint? Is that normal behaviour?

Additional info on the power on conundrum: This seems to be completely normal. Since I have nothing to the power on switch (I'm not sure how that is registered) then the default is to switch on when power is turned on. That only registers with power to CMOS, so without battery it does not turn on. Everything is normal there...

Seems I got a bit screwed on the PSU. Should have come in the mail thursday (supposedly new and unused PSU from someone who bought it new). I could possibly take it to a local computer store that have a good service reputation for testing.

The dull PSU story:
Monday evening I payed. Seller says it will be shipped next day. Wednesday evening I ask for tracking number to make sure I can pick it up. Sellers says he'll find it later that evening. Didn't hear anything by Friday and ask for tracking again. Sellers says not home but wife will retrieve it later. Ask again later when I know the package should have arrived at the latest. Seller says wife is not home now but he'll be home late evening around 11. I text again at 11.30 and 12.30 and again this morning but no reply. I have now requested a refund for a package that may never have shipped and I specifically stated that I needed it quickly.

Took the mobo+ cpu+ram bundle to a local PC store (Føniks in Copenhagen). And for no charge they tried booting it up with a well tested PSU but the results were pretty much the same as I experienced. He did say that it would even power up after he turned it off. So the conclusion so far is a bad mobo or indeed a faulty mobo cpu combo although the cpu is tested and shown as supported so my main bet is just the mobo.

I noticed some patches of indeterminable material on the bottom of the mobo. I suspect this has no significance if the board has never been in use but I have been watching the 8 bit guy on youtube and taking notes so I will proceed to give it a good cleaning with alcohol (just for the board, none for me yet).

I'm not sure what that means. So I guess my cpu is Ivy and google tells me that others are having issues with my specific mobo + Ivy. I'm getting an i3 2120 soon. Really really hope this might be the thing. In hind sight I should have gone for a more up to date socket type. I'll be happy if I don't have to swap though.
