Depends on your monitor. If 1080p 60 Hz, both perform similarly
However, 1st build will give you ~100 FPS for 1080p or 1440p while the second ~60 FPS 1080p but bad FPS @ 1440p . I will go with first build, only thing to change is PSU. Get Corsair CX550M for budget, Corsair TX550M/RMx550 or Seasonic focus point or EVGA supernova g2/g3 500+ W.

Solution
Both are good. I would be more tempted towards the Ryzen 1600 build with the 1080. It has a better GPU and should perform a little less in cpu intensive games for now, compared to the 7700k, but will eventually last you longer in terms of future game scaling.
The GPU is already better than the 1060. So its a fair selection.
Having said that, your monitor resolution also matters. For 1080p, the 1080 is a overkill. The 1060 can perform equally well along with the 7700k.
