8Gb RAM System Reserved out of 16Gb

As today i declare myself hopeless, as i have tried everything but nothing works. As the title suggests today i have discovered that only 8Gb out of 16 that i have installed are used, the other 8 are hardware reserved. Of course i have tried the youtube tutorials on how to solve the problem (msconfig - boot - advance options - clear the Maximum Memory box... etc and a few more involving regedit) and the situation remained unchanged. Then of course i have installed a fresh copy of windows x64 and re did everything to the same result, Upgraded the bios of my motherboard (Gigabyte 990x), again no change. The RAM i am using is a kit of 2x 8 Hyperx Fury. I do not have an on board video card and i am currently using a gtx 1060 (6Gb, so there should be no problem there, as my video card is able to perform without borrowing anything from my RAM).
Simple question : how do i get my 8Gb Hardware Reserved back ??

Thank you both for trying to help with my problem, but i have already identified what it is : faulty RAM stick (one of my ram sticks is dead even though my system can still see it for some weird reason, and that happens only when i pair the two on a dual channel). I have reached this conclusion by trying to boot up my system with only 1 stick at a time, and guess what... the system boots with one of them and doesn't at all with the other (and yes i have tried all 4 motherboard's memory slots). Thank you again !
