Is this desktop deal good for the money?

I'm shopping for my father in law and he needs a simple desktop PC for web surfing and streaming videos. Budget ($300- $350 and ease of maintenance (new only) are the primary requirements.
I found this desktop from Micro Center

Total 360. If you need to cut that 10, try to find similar refurbished pc with dell 3rd gen I5 and 8gb ram. Don't change the gpu

I buy nothing but refurbs for my work, never had a single problem. Frankly only the hard drive and maybe the PSU really wear out.
