Is 70c too hot for CPU when gaming?

I have an Intel i5-3470 3.20GHz CPU with a stock cooler. When i play game like Heroes and Generals, it goes up to 72c. When my PC is idle, it goes around 30 and 40 degrees. Is it a safe temperature or i should upgrade coolers and changing thermal paste? I also wonder if a better psu like 400w or 500w can reduce heat? (Sorry for my bad english)

I think just because they are safe doesnt mean your CPU is not degrading faster than a CPU that is cooler. There are better performing heat sinks out there for under 40 dollars that will perform pretty close to any corsair liquid cooler. As just a note check the CPU fan and make sure it isnt stuffed up with dust
