Regarding Intel’s new 8000 processors, would an i3 3.6ghz 4-core($200) or i5 2.8ghz 6-core ($280) be better for an $800 build. I’m just looking for what’s the most productive that fits in the price. What I’d use it for is photoshop,3D Animation, and Video Editing. Not super heavy but still a lot. I have heard that the i3 can be overclockable to 5.0ghz and the i5 tops out around 4.0. I’ve also found that the mobos along with the parts to fit them are a lot more expensive with the 8000s so if you could show an Intel based on pcpartpicker for less that would be awesome. But which would better fit these needs?

For what you're doing a Ryzen may be a better value. I don't know much but from what I've seen a lot of productivity programs tend to take advantage of more cores/threads then processing power.
