Can my 8 pin connector (6+2) use a 8 pin to 16 pin connector and have enough power to power this GPU?

I found the psu specs it says it also has another 8 pin but it says (EPS) CPU is this on my cpu or can i use for for this gpu

That is for a CPU power connection , don not try to use that on a card

No, they're not interchangeable in this manner. Generally speaking, when a PSU doesn't have a cable, it doesn't have it for a very good reason.
