MOBO M5A99FX CPU LED Post Issue?

First off let me say my knowledge of what I'm talking about is low as this is my buddy's computer and he's telling me things while also trying to figure out things so bear with me.

Here's his setup

Mobo: M5A99FX Pro 2.0
PSU: EVGA750 Gold
CPU: FX8350
Cooler: Water Cooled
RAM: Crosshair Vengeance 16G
GPU: R290X
HDD: 240gb SSD
OS: Windows 10

He turned on his computer and it sat for a few minutes then he turned it back off to do something else. About 15 minutes later he turned it back on and while it did start, the CPU red LED came on. He says it means it won't post.
He had thought it might have been an overheating issue so he cleared all dust off and re thermal pasted CPU back to heat sync. Then he also cleared RTC RAM based on MOBO user guide. He thinks the next move is to try a different power supply.

I know it's a Friday night but any help would be appreciated.

Solution
Either a bad CPU or bad Mobo.
CPU is easiest thing to replace, since 8350s are pretty cheap. Don't try anything 9000 and above, they're even worse than 8000s.

or just tell him to upgrade.

He can reuse pretty much everything except the cpu mobo and ram.
