If your PSU is old enough or underpowered enough to only have a single 8-pin connector, then you aren't going to be running any recent flagship cards as they were all at the 250W range, which requires 8 & 6 pin connectors (2x 8 pins are only for the really high end models that pull 300W+). You really can't do both high end and sub $200, even with old stuff, because you're either going to hit the limitations of your budget or you PSU. I believe the absolute best you'll be able to get for just...

All of the old flagship cards use multiple power plugs. For example, my R9 280 (7950) uses an 8pin and a 6pin power plug. 780 and 680 would be the same way. Even the GTX760 used two 6pin plugs, just like the 7870. You would have to go back many generations to find a card that used only one plug. And at that point it would be so old it wouldn't be worth it.

While not the greatest card ever, for a ~$200 and single power plug budget the 3GB 1060 is a good deal. Probably the best you can get.

I believe the absolute best you'll be able to get for just one 8pin connector and sub $200 will be the Asus GTX 970 Turbo, which only requires a single 8 pin for power.
