Do I need static pressure fan?

Hello. I have a Corsair Carbide 200r case. I want to add a intake fan on the bottom. However, the fan spot is right next to the PSU, where all the cables are poking out. It is a 140/120mm spot, but a 140mm fan will definitely not fit. I think I might be able to put a 120mm fan, but it will be kind of a tight fit. I tried looking for slim fan to make it a less tight fit and found the Noctua NF-A12x15 fan. It is 15mm compared to 25. But I realized that since it will be next to the PSU cables, the air pathway will be kind of obstructed by all the PSU cables. I read about how if you are putting a fan in an obstructed place, you should buy a static pressure fan rather than a airflow fan, I found the Noctua NF-F12 fan. Both have ~54 cfm and ~23 dba. But the NF-12 has 2.61 mm H2O static pressure while the NF-A12x15 have 1.53 mm H2O. The NF-12 will probably fit, but will be a tighter fit, which might not be good. I am worried the PSU cables could potentially slouch down and hit the blades, unless I figure out a way to make them not. They are about the same price on Amazon. Is it worth it to have a tighter fit for the extra static pressure? Which is a better choice for me? Which should I get? I am also open to other fan options. Thank you.

Static fans are only needed on a water cooling radiator.

A few years ago Luke of Linus Tech Tips tested restricted airflow.
Long story short, even when he stuffed the case full of T-shirts and pizza boxes it made almost no difference.
