getting around 30 fps in csgo on a good computer

I recently got csgo and downloaded it. When l launched the game l realized l had very low fps and stuttered a lot dropping down to 19,15 or even in the single digits occasionally like 2 or 5. I tried changing the video settings down to low made no difference at all. I also tried disabling cores, downloading drivers for CPU and GPU, changing the lunch options still no difference. I have been trying to fix this problem all day every other game I play works well. Plz help

Here's my specs

i7 4770k
gtx 1060 galax 3gb
16gb of ram of corsair vengeance
1t hard drive
gigabyte GA-Z97X-GAMING 7 motherboard

I'm sure I should be getting at least over 100 fps on max video settings with these specs on csgo

He's giving tons of bad info here, turning off system restore, turning off superfetch and on and on. Trust me man... SuperFetch is meant to speed up your PC performance (that's the point!). He didn't even warn people about messing with the registry (the source of most of their problems). He also told people to clean out important windows files from the disc cleanup (some stuff you should not delete unless you really need the space) which can cause update issues, driver issues, problem troubleshooting issues etc.. I could go on and on and freaking ON! The virtual memory tip he gave is causing people lots of errors to (see other comments). This noob is giving terrible info! Trust me man, I would undo most of that...

I reinstalled it and it made no difference but l did notice when l walked away from my team or l wasn't near anyone or in a gun fight my fps shoot up over 100 and maybe even 200. But as soon l was near players or was in a gun fight it drooped back down to around 20 fps. maybe a cpu problem?

Alright my cpu temps were around 40c at 100% and my gpu was at 50% at 50c. I played a bot match and my cpu temps were around 40c and usage was 40% and my gpu was around 50c and usage was around 50%

I think i'm using direct x 11 and task manager is saying csgo is using around 5-10% of cpu and csgo is also set to high priority. the power options is also set to power saving but l tested it before and put power options to high performance made no difference
