Advice on overclocking CPU and memory?

Ok guys, bit of a long one but here we go!

Firstly here is my part list:

Question 1:

I have Ryzen 1700 and use the stock cooler with it. I'm currently running it at stock (3ghz) as this is my first build and I'm still getting my head around overclocking. I'd like to reach 3.8ghz with decent temps (no more then 70°C on load would be ideal). What are the recommended settings to do this? Should I do this in my BIOS or Ryzen Master?

Question 2:

I have Corsair Vengeance LED 3200mhz RAM, it is currently only running at 2133mhz. I'd like to get it to 3200mhz but would be happy with 2933mhz. My motherboard can support up to 3200mhz but I've heard Ryzen only supports up to 2667mhz? Am I able to reach a higher mhz by manually setting timings/voltage/speed? If so, how do I do this?

Question 3:

Do I overclock the RAM before the CPU? I heard if you overclock the CPU then the RAM, the RAM would put extra voltage on the CPU, popotentially frying it?

Question 4:

I'm aware overclocking has a lot of trial and error involved. If my system crashes do I just reboot in the BIOS? If my computer doesn't post at all after changing settings, how do I go back into the BIOS to change settings?

Question 5:

After I've managed to change all the settings for a good overclock, how do I check if my system is stable? What programmes are reliable and recommended highly by the overclocking community for successful testing?

Sorry for all the noob questions, this is my first build and I just want to make sure I do everything right and most importantly safely! Thanks for reading guys - look forward to hearing from you all.

Advice for overclocking:

Read everything.
Read everything again.
Google everything.
Google everything again.
After these first steps, when in doubt, ask.

Ryan is correct, overclocking should be taken slowly and enjoyed like a bottle of perfectly aged wine.

And as soon as you are done with DarkOutlaw's advice, start over and read/Google everything again, every obscure reference, every settings meanings, what it does, what relationships it had to other settings, how power used affects heat, airflow, heatsink restrictions, fan curves, everything.
