Dell vostro cpu upgrade issue

So ive recently picked up a Dell Vostro 200 and I decided to upgrade its CPU from its stock Celeron 1.60 GHZ CPU to a better cpu and after the install I went to boot the computer and found that it has no beeps upon startup, it shows no image and will not shut off by the power button (you must power it off by the power supply). so after using the jumpers to reset CMOS it began to start up on its own as soon as I turn on the switch from the power supply yet still no beeps,image ect fans spin up hard drives spin up everything boots up/spins up but still no luck Ive put the old cpu back in and it boots fine but the new one refuses to boot so im at a loss as to what its doing any solutions?

It would help if you said what CPU you upgraded to. Anyway here are the CPUs people are running. They all look to be under 65W to me.

Fastest CPU there is the E8600.
I would try E7500 with a 266 to 333 fsb pinmod to 3.66GHz but that's just me.
There are a couple 65W quads Q9550S, and Q9505S but they're a bit pricey and no guarantee they would work.
Q8400S is cheapeest, Q9400S, and Q9450S are in between.

Best guess is that MB has a65W CPU limit and won't boot anything higher.
do you have the latest BIOS from Dell? newer CPU support gets added there also.
