i7 7700k High temps

I have a corsair H100i GTX set in push/pull, case has been wide open for about a week, no dust build up, pump is working at 3090 RPM, one tube warm, one cold, water temp is 35.6C, between 1% - 5% load, no recent activity on my computer (gaming ect.) No overclock in BIOS, even turned off XMP. My idle temp is 45C and the ambient room temp is about 18C. Did about 10 sec of Prime 95 v26.6 and temps hit 99C almost immediately. Really at a loss for what could cause the high temps. Is my 3 month old processor shot?!

My specs:
Motherboard - Asus Maximus Hero IX
RAM - 16GB 3200MHz (2 x 8GB)
Graphics - Asus GTX 1080
Power Supply - Corsair HX750i
Case - Fractal Define R5 (side and front open right now)

As the pump is at 3090 RPM and no adequate heat transfer, then it would be best to dismount the unit.
There maybe air in the unit so try this. Dismount the radiator and bring the radiator to a position lower than the CPU to see if this improves temps.
Either the pump has air inside the system or there is poor heat transfer between CPU and transfer plate that would require new TIM. I doubt it would be the CPU.

Did this just happen recently or is this a new build.?
RMA the H100i if suspect and still under Warranty.

HWmonitor shows VID as 1.255V, Vcore is 1.258V. I've seen people on here with Vcore at 1.45V with lower temps than mine lol

It's something I've been building for a while. I had a 7600k before but I was using Solidworks and Autocad often so I got a 7700k. I did notice temps were high before but it was 35C in my place before I turned on the AC. I've had the H100i for at least a couple years. I do have a 212 Evo that I could try and help diagnose... Main reason I'm trying to figure things out now is I have an HTC Vive and was getting jitter and input lag after about 10 min. I'll let you know in a couple when I get it switched out

I dont know if you fixed your problem yet or not, as this is an old post, but compared to my 7700k, your voltage is pretty high. you say your vcore is 1.258v at stock speed? mines overclocked to 4.8ghz at 1.230v. trying lowering your voltage.. it might do something.
